Utah is like many states. Many insurance companies exclude mold, but cover water damage as long as it is related to a covered event. This leads to delema at times. Mold comes from dampness and time. So just where do you draw the line? Where does water damage end, and mold begin? If everything is dry, but there is mold. The is no dampness, so there is no mitigation needed. The mold is an issue of course, and there may be swollen, weakened, disfigured or stained materials.
